Hivos would like to take this opportunity to invite you to participate in the Stakeholder Feedback Round of the African Biogas Carbon Programme, which is currently being developed as an emission reduction project, also known as a ‘Programme of Activities’. The fourth project activity to be included under this Programme of Activities is the Tanzania Domestic Biogas Programme 2017-2023 implemented by the Centre for Agricultural Mechanization and Rural Technology (CAMARTEC).

As part of the carbon certification process overseen by the Gold Standard Foundation, relevant stakeholders are presented with the opportunity to provide feedback on the general programme design through several rounds of stakeholder consultations.
As part of the carbon certification process overseen by the Gold Standard Foundation, relevant stakeholders are presented with the opportunity to provide feedback on the general programme design through several rounds of stakeholder consultations. The first round is the Local Stakeholder Consultation, a physical meeting which was organized by the Ugandan Carbon Bureau on 23rd February 2012 at the Landmark Hotel, Dar es Salaam, Tanzania. Please note that back then these consultations were carried out for a programme called the African Clean Energy Switch – Biogas (ACES-Biogas). The second round is an electronic Stakeholder Feedback Round which has been conducted from 2 June to 2 August 2015. Following the stakeholder feedback consultation, the African Biogas Partnership Programme has been being registered with the voluntary Gold Standard, while key features of the design and impact of the programme remained identical to what was presented during the aforementioned Local Stakeholder Consultation meeting. 

The African Biogas Carbon Programme (ABC) – Tanzania – CAMARTEC – VPA2 is the second Voluntary Project Activity of the multi-country ABC Programme, and the first VPA in Tanzania. It has been registered by the Gold Standard with date 7 January 2016 and emission reductions during a first monitoring period from 7 January 2014 to 31 December 2014 were verified in the first semester of 2016.  VPA2 was designed as a so-called Small Scale Project Activity and can cover up to approximately 11,000 biogasdigesters. Therefore a new VPA is designed for biogasdigesters to be installed in Tanzania from 2017 onwards. This will be African Biogas Carbon Programme (ABC) – Tanzania – CAMARTEC – VPA4 which will be the fourth Voluntary Project Activity of the multi-country ABC Programme.

The overall objective of VPA4 is to contribute to the achievement of the Sustainable Development Goals (MDGs) through the dissemination of domestic biogas systems as a local, sustainable energy source and the development of a commercially viable, market-oriented biogas sector in Tanzania. VPA4 will stimulate the installation of domestic biogas systems of 4 m3, 6 m3, 9 m3, and 13 m3 capacities, which is the same as under VPA2. Also otherwise, the design of VPA4 will be the same as the design of VPA2.

The only difference between VPA2 and VPA4 will be the start and end dates. VPA4 will cover domestic biogas systems installed in 2017 and following years, up to a maximum of 7 years after the start date.
